first_imgThe Office of Disaster Preparedness and Emergency Management (ODPEM) is to put measures in place to increase the speed at which information is disseminated to the public during periods of emergency.Speaking with JIS News, Director General of the ODPEM, Major Clive Davis said a meeting was held on January 25, with relevant stakeholders to discuss the matter.“We had very detailed discussions about what was currently available among telecoms providers and what was available from the broadcast media (radio, television, cable and print). That went well,” he said. He noted that following the recent threat of a Tsunami, it was important that information is issued to the public in a timely manner.Major Davis also informed that a technical working group is to be established, and would include members from the ODPEM, the Ministry of Science, Energy and Technology and the two telecoms providers. “They would deliberate on the creation of a special platform specifically for the dissemination of emergency information,” he explained. “There is going to be a need for an Memorandum of Understanding to be written between the Government (through the ODPEM) and media houses so that when we have emergencies like the recent threat of a Tsunami, the information going to the public is much improved…and lives saved,” Major Davis added.The ODPEM is the only government agency to provide disaster management functions in Jamaica.last_img read more

first_imgzoom BAM International and its South African joint-venture partner Stefanutti Stocks have been awarded the contract for the engineering, procurement and construction (EPC) of a petroleum jetty at the Kissy Oil Terminal of Freetown in Sierra Leone. It will take the joint venture approximately one year to design and complete the project for PetroJetty Ltd. The new petroleum jetty comprises a 240 metres steel trestle on steel piles, including a concrete offloading platform of 12 x 25 metres, four mooring dolphins, two breasting dolphins and a fender rack. For the top works, sister company BAM Leidingen & Industrie will engineer and supply the hose tower, the firefighting system and the piping and electrical part.PetroJetty is the local affiliate of trading and downstream company Oryx Energies, an energy division of private investment group AOG. The new jetty will provide a key import and export facility for the country, and a modern export base for ethanol.BAM and Stefanutti Stocks have recently completed two other projects in Sierra Leone. As part of the ongoing rehabilitation of African Minerals Ltd’s loading facility for iron ore in Pepel, near Freetown, the joint venture completed a new jetty and has renovated and extended an existing jetty. The vessels will be chartered to the oil company for up to seven years.Vallianz expects the OSVs to be deployed progressively at the company’s oil fields from the second half of 2016, in accordance to its project schedule.“This new award speaks volumes of the group’s operational capabilities as the award of an entire tender comprising a large number of vessels to a single offshore marine service provider is rare and normally reserved for a contractor that has an exceptional and proven track record,” Ling Yong Wah, Vallianz’s CEO said.The contracts come after the award of a USD 63 million contract from the oil company for the charter of two anchor handling tug, supply and safety standby (AHTSS) vessels for up to 7 years.“With the addition of these new charter contracts in the Middle East, we have further strengthened our order book and improved the group’s future revenue visibility,” Ling added.The company expects the new contracts to begin contributing to its financial performance from the second half of the financial year ending 31 December 2016.Vallianz owns and operates a fleet of 42 offshore support vessels and covers markets in the Middle East, Asia Pacific and Latin America.last_img read more

first_imgInFocusEvery year, many communities across Turtle Island near rivers and lakes brace for the possibility of a spring flood.Often, traditional lands have become flood-prone from man-made dams or diversions or communities were moved onto flood plains by the Canadian government.For Little Saskatchewan First Nation on Lake St. Martin, 255 kilometres north of Winnipeg, it’s meant 20 plus years of being prepared for massive spring flooding.But in 2011, no amount of sandbags could keep back the water back when the Manitoba government made the decision to flood the Interlake region of the province in order to spare Winnipeg from nature’s wrath.They were evacuated and their community was destroyed.“It has a lot of emotional impact, and all the stress you go through, the feeling of being in your own home is not the same and you have to stay somewhere else,” said Muriel Woodford“I was gone over six years. I just recently went back November 2017.”Woodford now has a new home a few kilometers away from her old home, which survived the flood with significant damage but was lost in a brush fire in 2016.Farmland was purchased on higher ground a kilometre from the old town site.Seventy-seven homes have been built and are occupied with 93 more set for this summer.Currently 300 evacuees remain scattered throughout Winnipeg while the new community continues to be built.Bertha Travers is one of them.She has been bounced from hotel to hotel, community to community before landing at an apartment in Winnipeg where she remains while awaiting a new home to replace the beloved one she lost to the flood.She’s been waiting eight years.That evacuation order in the Spring of 2011 still haunts her.“To me, it really traumatized me emotionally because this is the second time in my life, being taken off reserve,” Travers said.“When I was a little girl and I went to residential school, it came right back again. You know the memories, the flashing and it was horrible.”She wasn’t about to be ordered off her reserve again so she stayed and waited. And the waters rose and rose.“It took me until June 14 (2011) when I actually moved. The water was hitting the Jeep wheel wells. It won’t resolve all the issues but hopefully bring people together.”But being way from home for year’s changes people and their how they live.  People have become urbanized living away from the community.  Some who left as youth evacuees are now returning as young adults with kids. Many have become accustomed to city life and need to reconnect with their roots.“If you left at 15 years old, you’re now 23 with a family, living in the city of Winnipeg, you can go to any corner store or Walmart,” said Coun. first_imgOTTAWA – Justin Trudeau says he abandoned a proposed meeting with Donald Trump in Washington this week after the White House insisted that the prime minister first agree to a five-year “sunset clause” in a renegotiated North American Free Trade Agreement.Trudeau told the anecdote Thursday during a media briefing where he and Foreign Affairs Minister Chrystia Freeland were outlining the Canadian response to punishing U.S. tariffs on steel and aluminum imports.With the NAFTA talks seeming close to a possible breakthrough, Trudeau says he suggested to the U.S. president last Friday that they sit down with Mexico’s Enrique Pena Nieto and talk about reaching a deal.“I stated that I thought we were quite close to reaching an agreement, and perhaps the time had come for me to sit down with the president in Washington in order to finalize the NAFTA agreement,” Trudeau said in French.“We already had the bones of a very good agreement for all parties, and I thought it might be opportune for all of us to sit down for a few hours and discuss it.”Trump seemed to like the idea, Trudeau said.Then on Tuesday, Vice-President Mike Pence called to say the White House would host the meeting — but on one condition.“I had to agree to a sunset clause in NAFTA, which is to say every five years, NAFTA would come to an end unless the parties decided to renew it, which is completely unacceptable to us,” he said.“So I answered that, unfortunately, if that was a precondition to our visit, I was unable to accept — and so we did not go to Washington for that day of negotiations.”Commerce Secretary Wilbur Ross said Thursday that the decision to slap Canada and Mexico with stiff steel and aluminum tariffs was based on a lack of progress in the NAFTA talks.“Those talks are taking longer than we had hoped. There is no longer a very precise date when they may be concluded” so they were added to the tariff list, he said.Neither the tariffs nor a series of retaliatory measures imposed by the federal Liberal government in response will affect the ability to keep renegotiating NAFTA as a separate track, Ross added. “They’re not mutually exclusive behaviours.”Perrin Beatty, president of the Canadian Chamber of Commerce and a former Mulroney cabinet minister at the time of the original Canada-U.S. free trade deal, expressed surprise at the sunset-clause tactic.“That is not the basis on which mature adults negotiate,” Beatty said.“For someone who prides himself as a negotiator, anybody who does business on the basis of, ‘One side can only win if the other side loses’ usually isn’t in business for very long.”last_img read more
